North Carolina’s 4-H Congress starts today in Raleigh, and the four-day event will be full of exhibits, competitions, presentations and socializing for the group that has been encouraging youth to reach their full potential for more than a century. Awards also will be given out during congress. One such award – the N.C. Commissioner of Agriculture Award – was presented to Glenn Holtzman (above) in 1981 for outstanding achievement in 4-H activities.
